Ah, there it is. A souvenir roll of toilet paper wedged in the branches. Left over from the summer when we got tp'd. I guess they (whoever was decorating my yard) were using the "toss over" technique and the roll didn't make it all the way through the tree. It looks so nice up there!
And lucky us, it is right in the front yard for everyone to enjoy!

Shannon! That particular roll was from the night I was babysitting and I couldn't reach it! I remember it based on the way it was lodged between the branches. How would it get so stuck if it's just being thrown?
That's hilarious. They probably just stuck it there to retrieve later and forgot about it. Or is it up too high for that?
